Just a few kilometres from Cyber Hub and Ambience Mall, Gurgaon’s Sector 21 paints a contrasting picture — modern living shadowed by infrastructural neglect. For over four decades, the residents of this premium residential sector have been fighting for something as basic as a proper access road, calling the delay a “violation of fundamental rights.”
Developed originally by the Haryana Urban Development Authority (HUDA) — now the Haryana Shahari Vikas Pradhikaran (HSVP) — Sector 21 houses more than 1,200 residential units, home to senior civil servants, armed forces officers, industrialists, and business professionals. Despite being one of Gurgaon’s oldest and most strategically located sectors, it remains cut off by a narrow, congested 8-metre approach road.
A Four-Decade-Long Struggle for Accessibility
As per the original development plan, a 24-metre-wide approach road was earmarked for Sector 21. However, the land lay across disputed properties, where encroachers soon constructed pucca buildings, sparking a long-standing legal battle.
In 2014, the Punjab & Haryana High Court in Bharat Singh & Others vs State of Haryana upheld the land acquisition for the road but allowed the release of built-up structures, except for land critical to public utilities like roads and drainage. Yet, even after this judgment, the government’s appeal to the Supreme Court has kept the matter in limbo — leaving residents trapped in a bureaucratic deadlock.
Encroachments and Legal Tangles
Residents allege that the government’s inaction has transformed a simple civic issue into a violation of their constitutional right to mobility under Article 21 of the Indian Constitution.
“Emergency vehicles face massive delays. Ambulances and even hearses have been stuck in traffic due to the narrow road. It’s a matter of basic human dignity and right to movement,” said RWA members, including General Secretary Kundan Lal Sharma and President Prakash Lamba.
Another alternative route through Sector 22/22A, though wider, is heavily congested and filled with potholes — adding nearly 30 extra minutes during peak hours.
Daily Inconvenience Turned into a Constitutional Fight
Despite its prime location near Delhi-Gurgaon border, IGI Airport, and Udyog Vihar, the lack of proper infrastructure has restricted the area’s potential.
Today, a 200 sq. yard plot in Sector 21 costs around ₹5 crore, while 1,000 sq. yard properties exceed ₹18 crore — but residents argue that property values would be even higher with a proper access road and civic maintenance.
Residents also highlighted dumping of construction waste, sewage overflow, and stagnant sludge, particularly near Special Economic Zone (SEZ) boundaries, as major environmental and health concerns. Open plots have turned into illegal dumping and gambling hotspots, worsening the situation.
Impact on Property and Livability
Following a series of complaints, officials from the Municipal Corporation of Gurugram (MCG) and HSVP recently conducted a site visit.
According to residents, officials assured that drainage of accumulated sludge, footpath construction, and road strengthening estimates will be prepared “expeditiously.”
However, after 40 years of unfulfilled promises, residents remain cautiously optimistic — waiting for concrete results on ground.
