The sector achieved a critical milestone by meeting the mandatory 70% contiguous pooled land threshold, which is required to make any designated sector eligible for active implementation. The DDA initially greenlit the proposal on November 5, 2025. Following a mandatory public notice inviting objections and suggestions, the statutory process is now complete. The finalized proposal is currently being forwarded to the Ministry of Housing and Urban Affairs (MoHUA) for official notification.

Originally incorporated into the Master Plan for Delhi-2021 and notified in October 2018, the Land Pooling Policy was designed to promote planned urbanization by moving away from traditional, fragmented plot acquisitions.

Instead of acquiring individual land parcels, the DDA aggregates voluntarily pooled land from owners. This streamlined approach expedites the development process. Once the land is developed:

  • A defined portion of the serviced land is returned to the participating landowners.

  • The remaining area is utilized by the DDA to develop housing, public amenities, and key urban infrastructure (such as roads, drainage systems, and utilities).

  • The policy makes room for the creation of massive, organized residential and commercial clusters.

Overall, the policy applies to 105 urban villages across six distinct planning zones—K-I, L, N, P-II, and parts of P-I and J. It covers a staggering total poolable area of approximately 20,422 hectares, which has been divided into 138 sectors to ensure phased, systematic planning.

How the DDA Land Pooling Policy Works

To ensure that development strictly aligns with the Master Plan and the Delhi Development Act, the DDA has taken firm measures against illegal building activities. In September 2023, the authority directed power discoms to withhold new electricity connections in land pooling areas (except for PM Uday colonies). This strategic move discourages unauthorized construction and ensures that the upcoming sectors are transformed into infrastructure-ready, legally compliant real estate hubs.

Curbing Unauthorized Construction for Planned Urbanization

The operationalization of Sector-8B proves that the operational norm changes made last year—enabling landowners and developers to efficiently complete pooling requirements—are working.
